I am pleased to present the Clark County Comprehensive Emergency Management Plan. This Plan addresses mitigation, recovery, preparedness and response. It conforms to the State of Washington Emergency Plan and the National Incident Management System. The purpose of this Plan is to provide the framework for coordination and full mobilization of internal and external resources.
