The General Order will allow a monthly average flow rate up to 100,000 gallons per day and will allow the use of recycled water consistent with the statewide water recycling criteria in the California Code of Regulations, title 22, division 4, chapter 3 (title 22). Wastewater treatment systems will vary from septic tanks to activated sludge treatment facilities to pond facilities. The minimum level of treatment will be determined by the applicable Regional Water Quality Control Board’s (Regional Water Board) Water Quality Control Plan, title 22, and mitigation measures required by future site-specific California Environmental Quality Act (CEQA) evaluations. The General Order will be an alternative to individual waste discharge requirements by the Regional Water Boards to streamline permitting of small domestic wastewater treatment systems that meet the specified enrollment conditions and which typically are a relatively low threat to groundwater quality. Determination: The State Water Board is the Lead Agency, and has determined, on the basis of the whole record before it, including the attached Initial Study, that the proposed project will have a less than significant effect on the environment.
