i This report is an in-depth examination of telecommuting and its application within a Transportation Demand Management (TDM) framework at the University of Waterloo. It is a continuation of a previous report on TDM at the University, which identified telecommuting as a possible remedy for traffic congestion. Specifically, the current report examines the use of telecommuting among staff at the University of Waterloo, and considers how this example of a major employer’s experiences could be applied to other employers in the Regional Municipality of Waterloo. An extensive literature review examines the origin and definition of the term “telecommuting”, along with its benefits, shortcomings, and future directions. Several aspects of telecommuting are deconstructed and analyzed, including the relationships between telecommuting, employees, employers, and society and the environment in general. Subsequently, the report examines five departments within the University to determine 1) management’s perceptions of telecommuting – both positive and negative; 2) the current status of telecommuting, and the policies (if any) that govern the department’s use of telecommuting; and 3) which direction each department feels it is headed in, in terms of telecommuting.
