Hurricane Katrina was one of the worst natural disasters in U.S. history. Arguably, one of the most fundamental issues facing New Orleans (and, for that matter, Biloxi) following this disaster is how to jumpstart an urban economic system given that its supply of housing has been devastated and conversely, how to build an adequate urban housing supply given that the economic and job base that supports it has been destroyed.
