The Los Angeles Healthy Kids program was created in 2003 to provide medical insurance to uninsured children ages 0–5 years in families with household income below 300 percent of the federal poverty level (FPL) who are ineligible for SCHIP or Medicaid. The frequency of emergency department (ED) visits due to ambulatory care sensitive conditions (ACSC) is often used to gauge health care access within insurance expansions or organizational changes within health care systems. These are health conditions that usually can be managed successfully outside of hospitals with high quality primary care.
