Johan Engelbrecht, Univ of Stellenbosch During the past decade academic libraries all over the world have been faced with escalating costs which made budgeting for information resources, and especially academic journals, a nightmare. Libraries in South Africa were no exception, and the matter was made worse by the continuous weakening of the South African currency against major overseas currencies such as the Dollar and the Euro. In 2002 alone the South African Rand weakened by as much as 40% against the American Dollar.
