Key points for the design and development of the capillary-discharge-pumped soft X-ray laser working according to electron-collisional excitation pumping scheme are discussed. They include design of the apparatus capable to deliver current with sufficient rise-rate, role of pre-pulse, test of plasma parameters and finally proof of lasing.
