A. Reasons for Rule Development and Implementation In terms of state and federal standards, the California Air Resources Board (ARB) and United States Environmental Protection Agency (EPA) classified the San Joaquin Valley Air Basin (SJVAB) as a non-attainment area for ozone. The District is classified as a serious non-attainment area for the federal 8-hour ozone National Ambient Air Quality Standards (NAAQS). It is anticipated that attainment of the eight-hour standard will require the control measures cited in the District’s Extreme Ozone Attainment Demonstration Plan (Ozone Plan), which includes a control measure for composting/biosolids operations.
