Service Oriented Enterprise (SOE) is a dynamic and temporary collaboration between autonomous Web services. Web services are selected and composed to form an inter-enterprise business process. Web services selection is based usually on functional criteria. However, in the case of SOE there is a need to consider more pragmatic criteria such as context parameters. In the present work we propose a Framework for SOE creation which enables the selection of Web services based on contextual parameters. We extend the WS-Policy standard to describe the different categories of context parameters we consider.
