This paper presents the findings of a survey of nonprofit disability organizations in Queensland and Victoria. The paper assesses the impact of governance policy, particularly in relation to the development of entrepreneurial and managerial models in community services. Victorian organizations had more enterprise organizational forms that demonstrated a range of managerial and market reforms directly attributable to state policy and priorities. In contrast, Queensland organizations had fewer signs of ‘reinvention’. Contrary to the literature however, the research found little evidence of substantial value change in either state.
