Projects where the ideas of workfare or activating social policy are being implemented are becoming more common in Finland. This paper concerns a small scale evaluation of a experiment, where social administration of Lahti municipality employed 34 long-term unemployed with financial resources reserved for living allowance. Only three of employed left the program; however, the experiment is still going on, and because of this, the it is too early to speak about the final results of the programme. The preliminary results show that the employed appreciated the possibility to work, and wished to have a possibility for a longer appointment. 1 Visible poverty is coming back Up till the end of 1980s, poverty was considered to be a residual phe-nomenon in Finland.
