Liberal reformers might similarly want to set up statues of von Mises and other conservative critics in the vast government offices of the welfare state, in tribute to their raising issues of public choice and bureaucratic responsiveness and efficiency, for which the reformers will perhaps have found solutions. The analysis of the causes of bureaucratic maladies presented here is oversimplified and we have not tried to review the evidence for it. However, it is intended to point to characteristics of the structure of bureaucracy and its surrounding political system, and to interrelation-ships among these characteristics, which have to be changed in order to cure the maladies. It suggests some approaches, if not any definite solutions: to improve performance measures, to bring bureaucrats into better communication with the people they are supposed to serve, to create means for the elected representatives to oversee performance, to create more market-like conditions to counter the weakness in reward-penalty systems in government, to strengthen control over bureaucracy by representatives of the wants and needs of broader sections of the public
