Title: Good Governance and NGOs in Contemporary Indonesia

Indonesia is a nation in transition. After thirty-two years of strict centralized control under former President Soeharto's militarized New Order regime a desperate need exists for good governance if the present Reformation era is to benefit average Indonesians. Part of the process toward good governance has been the move towards decentralization including the implementation of regional autonomy legislation. This legislation has wide ranging implications for the way in which the regions are governed, including the delivery of health services. Notwithstanding the impact of the recent Asian economic crisis further economic devastation was caused by the Bali bombings in 2002. Using Bali as a case study this paper examines the changing role of non-government organizations (NGOs) in this context. Principal findings include the need for tighter control regarding the registration and accountability of NGOs, and the need for government to provide an inclusive national social security/health scheme.
