restoration and protection projects that have been submitted by stakeholders and watershed partners throughout the Stillaguamish Basin. In particular, the capital projects on the list are essential to the overall recovery of Chinook salmon as outlined in the 2005 Stillaguamish Chinook Salmon Recovery Plan. This work plan has been endorsed by the Stillaguamish Watershed Council (SWC, formerly the Stillaguamish Implementation and Review Committee (SIRC)), as well as, the NOAA Review and Implementation Technical Team (RITT), and the Salmon Recovery Funding Board (SRFB). The habitat portion of the plan is organized by limiting factors determined to limit Chinook production in the Stillaguamish watershed. The Chinook Recovery Plan strives to integrate harvest, hatchery and habitat actions as outlined on Page 87, as a means to increase production to sustainable and harvestable levels
