Insert environment that will foster the effective management of natural resources. This is one of the significant prerequisites for managing development processes in a sustainable way for transi-tioning to what is defined below as an ecological civilization. The research presented in this paper compares gross domestic product (GDP) per unit of energy consumed in the world, in the oil and gas exporting countries and in the Republic of Azerbaijan. The analyses are based on figures which were published in 2013-2014 by international organizations and they refer to the years 2000-2012.
