Abstract: With the development and popularization of Internet, the possibility of attainment of information has gained huge improvement. At the same time, open Internet does not mean equality of information. Because of language barrier, bandwidth, expenses and especially severe lack of Chinese information resource, people are not satisfied with the condition of the usage of information. Simultaneously, China faces the pressure of culture aggression from developed countries. This thesis carries through discussion aiming at the cause and possible solutions of above problems
