In this paper we present a framework that aims at delivering high-quality and low-bandwidth 3D animation at real-time rates. In this framework we combine real-time rendering, MPEG–4 compression, and a model of visual attention. We use attention model to control quality/bit-rate of MPEG compression across a single frame.
