DRAFT3 Shipov’s concept of a "Physical Vacuum " is extended to include sets that do not require the global features of "Absolute Parallelism". The theory is developed in terms of vectors and matrices of exterior differential forms, which permit the topological coherent structures of fields and particles that make up a "Physical Vacuum", as well as their topological fluctuations, to be readily evaluated in terms of a more or less "universal " theory.
