Abstract-The current Internet is suffering from its own success. As the number of users on the Internet and the variety of applications transported are growing steadily at high rate, the available bandwidth as well as the besteffort paradigm is facing limits. Ubiquitous and frequent congestion situations restrict the use of new timecritical applications like IP telephony, video conferencing or online games.
