Term 2 (3 credits)

This course focuses on the domestic and international economic regulation of air transport and also discusses safety and security regulation. Key themes are: Why do Governments regulate or deregulate markets for air transport? How do the economics of the aviation sector impact regulatory policies and vice versa? What are the legal regimes governing key issues of the aviation business, such as international routes, pricing, code-sharing, joint ventures, airline alliances, computer reservation systems, and airport slots? What is the relationship between sectoral airline regulation and competition law? What are the regulatory tools used by Governments as the means for regulating civil aviation? What is the nature of bilateral air transport agreements? What multilateral regimes govern the supply of aviation services? What are the present challenges and trends in the regulatory regime of air transport? Method of Evaluation: take home examination. Students also have the option of submitting a paper of 15-20 pages by the last day of class, in which case the examination will account of 75%, and the paper will account for 25%, of the final grade in the course. For a student who elects not to submit a paper, the take home examination will account for 100 % of the final grade. The take home examination is due 24 hours from the date the questions are picked up from the graduate studies office. Students may not collaborate with any other person in the preparation of the examination. Students may not exchange or provide any oral or written information, advice, or material relevant to this examination with or to any other person before grades are posted. “Any other person ” includes, but is not limited to, any other McGill University student.
