I. Cambodia’s Social Context Cambodia is emerging from three decades of civil conflict including the genocidal rule of the Khmer Rouge from 1975 to 1979. Cambodia came out of this period with basic infrastructure in shambles and the human resource base of the country decimated. Over the years, efforts were made to reconstruct the health care system but activities were constrained by an ongoing civil war, insecurity, international isolation and lack of resources. Donor assistance for the health sector became available in significant amounts in 1993 following the signing of a peace accord and an internationally recognized election.
