This paper examines the e¤ect of improved transparency in the bidder quali\u85cation process, using the experience based on a case study of municipal public work auctions. It reveals that im-proved transparency reduces procurement cost by a maximum of three percent. This \u85nding is robust to concerns of endogeneity, sample selectivity, and distributional assumptions. Analyses of the estimated bidding function combined with procurement system unique to Japan indicate that the introduction of transparent practices is insu ¢ cient to warrant e ¢ ciency in public pro-curement. The papers \u85ndings help us understand the reason for WTO membersreluctance to introduce a transparency agreement in government purchasing
