This contribution aims to provide the fundamen-tal basis of a new Transmission Control Proto-col (TCP) designed for the next generation Internet. The TCP protocol is not capable to carry out all the growing traffic generated by the Internet as it leads to congestion and packet loss out of the quality of service specially required for critical connections. Moreover this behavior is accentuated in heavy load conditions. The Internet traffic becomes bursty and this trend is amplified as more participants contribute to generate data connections on a shared complex infrastructure.
