EXECUTIVE ANALYSIS OF FIRE SERVICE OPERATIONS IN EMERGENCY MANAGEMENT

Terrorism in the United States has become a reality. The use of bombs to carry out the terrorist mission is a very real concern. The problem was that the District of Columbia Fire and Emergency Medical Services (EMS) Department’s Standard Operating Guidelines (SOGs) for bombing incidents were outdated. The purpose of this research project was to identify current and comprehensive elements of bombing SOGs so that updated SOGs could be developed. The action research method was utilized in this research project and the following research questions were answered: 1. What are the recommended components and procedures for fire department operational guidelines for response to bombing incidents as described in current literature? 2. What are the components and procedures of existing standard operating guidelines for bombing incidents found in other fire departments? 3.
