evaluate the long-term rail requirements from a national perspective in the light of emerging spatial planning and regional development trends and policies. In the next stage it is expected that the Government will establish a strategic policy framework for the future development of the rail passenger and rail freight sectors in Ireland. In a sector where previous reviews have found policy to be producer rather than consumer dominated and with a propensity for regulatory capture by the producer interest, the publication of the SRR is an important contribution to the policy-making process. 1
