Optimization of Management System at the Formation of the Export Orientated Centers of Oil and Gas Extraction in the Eastern Regions of Russia

Abstract: Imperfection of legislative base of Russian Federation in the sphere of mineral prospecting predermined the emergence in gas and oil branch of Russian economics. The formation of corporative units with a complicated and intricate structure, which often leads to a complication of management system as well as to a collision of interests of vertically integrated companies with state interests. In order to avoid such contradictions at the formation of a new export orientated centre of oil and gas extraction in Asian part of Russia is offered a new optimizated management system in the sphere of oil and gas business
