Table-top exercises (TTE) have been increasingly employed as a way to train emergency responders to act in a coordinated fashion in the face of potential terrorist threats. TTE’s are much less expensive than full-scale stimulation exercises and they are effective in bringing stakeholders together to build alliances while identifying future training needs. This case-study discussion focuses on the key issues in developing a TTE including methods to create powerful and realistic multimedia images, the facilitation skills needed to lead a TTE, and the direct and indirect benefits to the stakeholders.
