Since the introduction of the EU citizenship in 1992 the freedom of movement and residence within the Union has lead to an ever increasing number of individuals residing in another EU member-state than their own. These intra-EU migrants have increasingly been granted the same rights as the citizens of their country of residence, with one conspicuous exception: voting rights in national elections. It seems paradox, however, that those EU-citizens who embody the idea of European citizenship the most – those who migrate to reside in another EU member-state – are granted democratic representation through the right to vote at the municipal and European levels, but not at the national level in their country of residence.
