Rural transport planning is placing less emphasis on infrastructure development, and more on the provision of transport services which meet the local community and individual needs. To understand the nature of these transport needs requires a much fuller appreciation (than has perhaps been the case in the past) of community life and the contribution that transport can and does make to sustainable livelihoods. It also requires a clear understanding of cross-sectoral linkages and the impacts throughout the local economy which result from transport development.
