To contextualise my talk I will refer to Brendan Barry and Dawn Norton’s (2000) rationale for parliament’s passing of the Skills Development Act of 1998 which they assert was an instrument for government to address the inequities in distribution of income, and all other ills concomitant to the legacy of apartheid. The purpose of the Act therefore, is to create an environment with equal opportunity for the development of people’s economic viability largely by providing an infrastructure of a new set of institutions and 2 financial schemes and that in my view is a profound response to the imperatives of the Constitution.
