The new Interplanetary scintillation (IPS) observation system which is under construction at the National Astronomical Observatories, CAS (NAOC) is introduced and the principle of the solar wind speed observation by using normalized cross-spectrum of simultaneous dual-frequency IPS measurements is also described in this paper. 1
