The problems and issues faced by forest science and policy development related to forest productivity in developing countries are considered. Two major aspects relate to organization and management of resources and institutions. The history of forest science and policy development is examined in relation to the current scenario in India. Important areas where research inputs and policy support are necessary are cited, and one case (agro-forestry) is examined with prioritized areas of research discussed. Issues of generation of appropriate technology and policies of transfer of technology are also discussed.
