Policy Focus in Forest Science Management for a Sustainable Future∗

The problems and issues faced by forest science and policy development related to forest productivity in developing countries are considered. Two major aspects relate to organization and management of resources and institutions. The history of forest science and policy development is examined in relation to the current scenario in India. Important areas where research inputs and policy support are necessary are cited, and one case (agro-forestry) is examined with prioritized areas of research discussed. Issues of generation of appropriate technology and policies of transfer of technology are also discussed. Capacity building and transfer, institutionalization of local capacity and region-specific conditions and developments in research efforts are examined. The need for research planning, lab-to-land transfer of adaptive and appropriate technology, interdisciplinary approaches, inter-sectoral approaches, forward and backward linkages, and NGO involvement are considered. Arguments in favour of socialisation of research are presented. Importance of private sector research, as well as policies related to resource ownership and use, are also stressed. The high potential of field stations, farmer-oriented research, and extension stressed in the context of land ownership and the challenges presented by extensive wastelands that occur in developing countries. Need for improving the impact of research in solving problems towards greater human utility, poverty alleviation greater efficiency of resource use and balance with environment are stressed. In conclusion, the paper focuses on the need for research institution autonomy, incentives for both innovations and improved management by forestry practitioners, and need for substantial investment in research capacity to generate a continuous stream of technical innovations
