Abstract: In 1999, the Government of Indonesia passed legislation effectively transferring control of many central government activities to regional level government who can now independently of each other planning and developing their own strategic transport infrastructure facility and capability. The question now arise as to how to coordinate and strengthen the capacity of regional level government to formulate transport policy, undertake sectoral development planning, formulate budget based on development needs and monitor sectoral performance and development problem.
