The Eight Step Instructional Process (ESIP) is a comprehensive school reform model that was piloted in three low performing schools in Broward County. Funded through the Florida Department of Education, the goal of the ESIP was to improve the performance of all students through daily and consistent teaching of standards and benchmarks, frequent student assessments to improve student learning, and the training of teachers to use data to make instructional decisions. The attached report examines project implementation, the impact of the project on principal and teacher attitudes towards effective teaching, and the impact of the ESIP on student learning and behavior. Overall, planning and implementing the ESIP reform model in one school year may have been a mitigating factor for realizing full program impact. Participants responded favorably towards the ESIP, citing improved teaching and student learning, alignment of learning goals and materials, and increased student engagement; however, no practical impact on student achievement and behavior was revealed. School staffs reported that it had been a problem that there had been little time in which to prepare teachers to implement the ESIP.
