This paper reviews and summarizes the new risk-based capital guidelines, and presents a basic explanation of the guidelines and some preliminary federal reserve data which reflects initial changes in the management of banks portfolios. Using the new guidelines, our model illustrates how banks can improve their overall return on equity by participating in SBA loans
