China is one of the countries that established environmental impact assessment (EIA) system at an early stage. <Law of the People's Republic of China on Environmental Impact Assessment> (the EIA Law) was promulgated in 2002 to explicitly affirm the legal status of the SEA system. The EIA Law is a very important supplement to the environmental management system, which provides the specific legal foundation for the implementation of SEA, elevates the level of EIA and regulates the implementing procedures to ensure the effectiveness of EIA.
