(1) Within South Asia, Pakistan is lagging more in human development than in economic growth. (2) Incidence of poverty (headcount of those individuals whose consumption expenditure is below the poverty line) is high at more than 30%, about 40 millions in absolute terms, and increasing rapidly in the late 1990s. (3) Income poverty is more severe in rural areas, among the landless, and closely correlated with deprivation in education and health.
