Scholars, donors, policymakers, and activists call for the creation of participatory governance institutions to address problems of poverty and inequality. However, little comparative research exists to establish whether participatory governance institutions do in fact lead to a greater redistribution of resources through social welfare programs. This study analyzes municipal councils for housing in Brazil to understand their influence on housing policy. The results indicate that municipalities with housing councils are significantly more likely to adopt a diverse array of housing programs than municipalities without participatory housing councils.
