Abstract: The Tokyo Metropolitan Area (TMA) has traffic congestion especially during peak commuting hours, in spite of having one of the densest railway networks in the world. It is, however, observed that there is a great variation in the number of passengers carried by individual links of the network. This means that the network is in an unbalanced state and may still have spare capacity in order to improve its current efficiency. On the other hand, it is known that the passengers-flow on the network is assigned by the level of railway services.
