This paper proposes a fast inter prediction mode decision method for H.264. By pre-encoding a down-sampled small image, the candidate inter block modes can be reduced to a small subset. The experimental result shows that our algorithm can reduce nearly 50% of encoding time with PSNR decrease less than 0.2dB. 1
