Manycontemporary criminal justice policiesin the United States are characterized by a punitive approach to crime control in the name of “getting tough ” on crime. This orientation, which took root in the 1970s and flourished in the late eighties and early nineties, grew “as society became disenchanted with the ability of the criminal justice system to reduce and pre-vent crime ” (Steiner & Hemmens, 2003, p. 1).
