2 2 This paper sketches the development of special education to locate the beginnings of education for the Deaf in Korea. This paper takes the view that nearly hundred years of endeavors in this area have been hampered by two elements; the first is the lack of concrete directions in terms of educational curricula for the Deaf and the second is the public discrimination and apathy that often further disadvantaged people with disabilities in general. The rest of the paper specifically deals with the ‘Post-Secondary Education for the Deaf in Korea that began with the Introduction of the Special Tertiary Education Quota Scheme for Students with Disability in 1995.
