The persistence of regional disparities within countries is a major policy concern confronting many governments in rich and poor countries alike. The benefits of globalization and growth have been felt unequally in the different regions in Uganda. Conceptualization of development patterns in the country largely focuses on the stark division between the relatively developed south and the underdeveloped northern region and this has raised concern over the development patterns of the peripheral areas.
