Historically, the Department of Water Affairs and Forestry (DWAF) has several stand alone Geographic Information Systems (GIS) across the department, each with its own data, captured to different standards, and in some instances, even different software packages. The disadvantage of this was that this resulted in endless duplication of data capture of the same datasets, datasets were not compatible across all the systems, and only a few people had access to the stand-alone systems. Data was not maintained, and storage, management and retrieval of data was poor.
