This report is a survey of both the problems that arise when TCP is used over wireless links and the proposed solutions to these problems. The problem is first characterized by the traits of wireless links and the aspects of TCP operation that affect performance. Also, the characteristics of different types of wireless networks are described as they determine the nature and severity of problems when TCP is used. Measurements taken from previous studies are given to provide quantitative examples of performance degradation. Finally, this document explores some of the proposed solutions to the problems and their effectiveness. I
