Fuel Moisture Content (FMC) is an important parameter in determining forest fire risk and forest fire behavior. It will cost many peoples, large money and much time if the FMC is measured directly in field work. Satellite data has the characters, such as covering broad area, and high temporal resolution. In this paper, Normal Difference Water Index (NDWI), which has been calculated by using SWIR and Near Infrared (NIR) of ENVISAT-AATSR (Advanced Along Track Scanning Radiometer, AATSR) are used to retrieve FMC in our experiment region.
