This paper will discuss briefly the theory of deliberative democracy. According to the Deliberative Democracy Consortium (2003), deliberation is an approach to decision-making in which citizens consider relevant facts from multiple points of view, converse with one another to think critically about options before them and enlarge their perspectives, opinions and understandings. Deliberative democracy strengthens citizen voices in governance by including people of all races, classes, ages and geographies in deliberations that directly affect public decisions. As a result, citizens influence the policy and resource decisions that impact their daily lives and their future. Then, this paper will analyse this theory from the Malaysian and Indonesian political perspective in order to compare how the approaches of both countries in dealing with this theory vis-à-vis their political circumstances. Malaysia and Indonesia have different approaches toward implementing deliberative democracy. This happens due to political circumstances surrounding both countries where political leaders have given mix responses on critical views urging both countries to implement liberal democracy.
