Scatterometers on spacecraft provide vector wind fields over the oceans. Those launched by the United States and Japan (Seasat, NSCAT, QuikSCAT, ADEOS-II) operate at Ku-band frequencies where backscatter from and attenuation through rain can corrupt the measurements.
