Financing Retro-Commissioning Services Utilizing Performance Contracts

The benefits of retro-commissioning (“RCx”) are documented through numerous case studies. Improved building operating efficiency, comfort, and safety are all outcomes of a well-implemented RCx program. However, the benefits and costs are difficult to measure in advance of investment decisions. In addition, the long-term savings associated with RCx requires continuous engagement and oversight of operations and maintenance practices. The risk associated with measurement of savings, estimating cost for improvement, and longevity of savings is a major structural impediment to financing. The paper presents a delivery mechanism utilizing the performance contracting process to secure financing for a RCx service. The approach utilizes building level benchmarking to target RCx activities and estimate savings. The implementation of RCx utilizes a program approach, targeting work with highest benefit relative to energy savings. The implementation combines site analysis and corrective actions into compressed and concurrent activities.
