The ‘condition ’ of the people-physically, socially and morally-was in-creasingly a cause for concern in urban Britain during the first half of the nineteenth 1 century. Disease epidemics, continual poor health and general squalor, awakened many to the negative consequences of urbanisation and industrialisation.2 This led to a wide ranging debate about public health and social order. The fear amongst middle class social reformers was that the plight of the urban poor would lead to a breakdown in social order.
